भारत की योजना डीपीआइ से एससीओ के सदस्य देशों- चीन रूस पाकिस्तान ताजिकिस्तान कजाखस्तान किर्गिस्तान और उज्बेकिस्तान के साथ ही सदस्यता इच्छुक देशों- अफगानिस्तान बेलारूस ईरान और मंगोलिया को जोड़ने की है। वैष्णव ने डीपीआइ को सदस्य देशों के विकास के लिए बहुत उपयोगी करार दिया है।
